Under the Aarogyasri scheme, 7.30 lakh surgeries/therapies were completed till date. Health Camps conducted under the scheme crossed 20,000 and Aarogyasri I and II with 938 procedures through insurance for 10 districts of Phase IV and V were renewed from 17-07-2010. This was disclosed at a meeting of the Aarogyasri Healthcare Trust. The Chief Minister Dr K Rosaiah, who is also the Chairman of the Trust, chaired the 14th meeting of the Board of Trustees of the Aogyasri Healthcare Trust here today at his residence. The CEO of the Trust, Babu. A. presented to the Chief Minister progress of the scheme and other related issues.
He told the Chief Minister that the scheme benefitted around 50 lakh people directly and indirectly. The special drive undertaken to mobilize patients for follow-up services through field operations team by approaching individual patients through door to door campaign and its success was also explained. The Chief Minister was explained about the innovative ICT solutions particularly the e-office to bring in efficacy and transparency through paperless office which is being introduced in the scheme. The Chief Minister appreciated the Trust when told that the scheme won 3 e-Health India awards 2010 and how it was appreciated by the World Bank team, which studied the scheme for 2 days as part of their assessment of Health Insurance Schemes world over on behalf of Planning Commission of India and Ministry of Health and Family Welfare, Government of India and recommend a suitable scheme for the country on the same lines.
The Chief Minister was informed that the scheme was showcased at a meeting on social security in Bengaluru, and also to the Ministry of Defence, Delhi, ESIC convention, Delhi etc., on special request. It was informed that a team led by Chief Secretary of Maharashtra visited the State to study the scheme as the State is on the verge of introducing similar scheme in Maharashtra by the name "Rajiv Gandhi Jeevandhayi Yojna". The CEO said that it was the only scheme from India selected by WHO to study under its project 'Setting Priorities for Health Care' and the Trust is invited to be a participant in WHO's cost-effectiveness priority setting team (CEP), on 22nd and 23rd September, 2010 at Geneva. Taking note of the scheme crossing the landmarks of 20,000 health camps, 35 lakh people screened and 7.3 lakh surgeries/therapies, the Chief Minister appreciated the efforts and congratulated the Trust.
Dr Rosaiah asked the Trust to carry on the good work and be of help to the poorest of the poor. The Board of Trustees then discussed the agenda and decided with the approval of the Chief Minister: 1. To renew the scheme for Aarogyasri-I and II schemes through Insurance scheme in 5 districts of Nalgonda, Rangareddy ,Chittoor, West Godavari and East Godavari for 4th year for 938 procedures as the policy is coming to an end on 04.12.2010. This will benefit 49.49 lakh BPL families belonging to these districts. 2. To extend cashless treatment under Aarogyasri Scheme to orphans and destitute living in old age homes run by Government and recognized by the Government through Chief Ministers Camp Office referral system. 3. To release Rs.15 Crores from revolving fund to A.P. Health and Medical Housing and Infrastructure Development Corporation (APHMHIDC) in addition to the Rs.50 crores already released from CMRF for augmentation of infrastructure in Government Hospitals to enhance their performance under Aarogyasri Scheme. 4. To utilize the donations from philanthropic organizations and individuals for implementation of Aarogyasri-II scheme, a self funded scheme directly run by Trust as it will directly help the needy patients. 5. To explore and study further the proposals to establish Comprehensive Cancer Care Centres in 7 Government Hospitals and 16 Palliative Cancer Care Centres in 16 districts and to establish Comprehensive Trauma Care Centres in 6 Teaching Hospitals through Aarogyasri .
This is in order to increase the access in these areas of concern as limited facilities are available for these patients. 6. To renew the service level agreement with Tata Consultancy Services for maintenance of web portal of Aarogyasri and its online system and to put in long term arrangement for the same. 7. To accept the revised proposal of Government for request for Central Funding of the scheme to the extent of Rs.307 Crores based on premium and 30% BPL population as per Tendulkar committee estimates. 8. To accept the rapid evaluation report of the scheme by Indian Institute of Public Health (IIPH) wherein it was concluded that the scheme benefitted the poor patients of the State and helped to mitigate the catastrophic health needs as 80% expressed satisfaction about the services and to accept the Action Taken Report by the Trust on recommendations of the IIPH in improving services in health camps and reaching the marginalized population of the state. 9.
To conduct detailed evaluation of the scheme by independent consortium consisting of distinguished members from Indian Institute of Public Health (IIPH), Indian School of Business (ISB) and ACCESS Health as the scheme is 3 years old and getting stabilized. This was also suggested by Planning Commission of India. 10. To handover adjacent vacant land to the extent of 3000 square yards of the Tourism Department to Trust to construct new building to accommodate additional staff for new schemes. 11. Approval for additional staff in Trust by creating Project Monitoring Unit and Executive Officer (Planning & Coordination-Technical) to cater to growing responsibilities and the new schemes. 12. To pay additional premium to Insurance Company for additional Cards issued during various policy periods. 13.
To approve the repatriation, appointments of staff. 14. To approve the expenditure statement of Trust for the period from last board meeting to till date. Minister for Aarogyasri and Vice chairman Pithani Satyanarayana, Special Chief Secretary, Health and Family Welfare Dept and Ex-officio Executive Vice Chairman J.Sathyanarayana, CEO of Trust, Babu.A., Principal Secretary, Finance, L.V.Subramaniam and other members of the Trust attended the meeting.
